OnSite Geological Services have performed the delineation, and provided very important information and estimate of costs to mitigate this parcel. The delineation states that Army Corp of Engineers recommends minimal impact or none at all - this is standard for these reports. this is why I went further accessing information. Permitting for Atlantic Beach works in conjunction with Onsite Geological - OGS presents the plan along with conceptual build to the Army Corp of Engineers, Water Conservation District, FDEP, etc, to get the sign off from those entities. Permitting is then with AB moving forward with whatever the build plan is. Estimate of time is about 3-6 months. Mitigation costs for saltwater marsh are 275k-300k per Acre. I verified that the cost is based on the footprint for the build needed to be mitigated, so for instance 0.25 ac the estimate is 75K worst case, per Matt @ OnSite. OGS fees are roughly $8,000 for the process and paperwork they are doing during this time. They get ALL wetland impact permits in order, and work with those entities and the approvals needed to progress. OnSite might be able to chart some of the parcel as "forested wetlands" in order to reduce mitigation costs - I verified this with phone conversations with Matt Canepa at OnSite. They work to minimize costs. Brian Broedell at Atlantic Beach Planning verified that the size of the parcel fits within setback and guidelines for ARS residential build plans. Homes would need to be built up, so the concept should include pylons, elevation, etc. Two stories are permitted. Artisian private wells are permitted and recommended as it's more cost effective then hooking up to public water. Sewer choice is end user - septic would need to fit the footprint or allow for a but more mitigation to provide space. Public sewer costs will be based on the build, where it will be situated on the parcel, etc. That would go in line with permitting - costs are not provided up front. Sewer hookup would be from 6th/Begonia, from my last contact with Utilities. Electric runs on Tulip, so it's near-site. Use of a mitigation bank is required for the project - OnSite would work with USCAE and Water Management District since Atlantic Beach does not have an in-city mitigation bank. Code enforcement will help with the vehicles located on Tulip, owned by the property across the street - this would be best utilized after build has started, since space will be needed for heavy equipment. Contact for Utilities - Troy Stephens (tstephens@coab.us); Chris Walker (cwalker@coab.us) While wetlands mitigation and permitting are a combined process, the build plan and whoever is contracting/building will have to estimate on fill needed for the footprint, that cannot be estimated before plan is made. The fun part - a boardwalk (above water line) can be constructed around the property without mitigation, based on owner plans. This can extend all the way from southernmost portion and the northern area where the public walkway is. plans would need to be submitted, but no mitigation is required.
